Educational programs for the rural areas cannot by themselves reach out to all the communities under consideration. There has to be an existing or proposed infrastructure that could enable these programs to be conveyed. Although the aim is “education anytime anywhere for everyone,” distributed learning programs cannot by themselves solve the access problem. The dire need to bridge the digital divide and to effectively join the emerging global economy driven by ICT has provided the basis for research into the need to provide an effective communication infrastructure for the rural communities. Experts in education suggest that networks and digital communication technologies will cause an even more dramatic prototype for E-learning, since learning over the Internet is neither time bound nor place bound. This paper reviews some of these techniques that could aid rural education.
